Two questions:

How does it work applying for a specific clan/bloodline?
Can such things be purchased on 'loan'? (Play now, pay as you go?)

Answer 1) Certain ones have to be applied for (Uchiha / Hyuuga / Black Widow) other then that, most of them are open.

Answer 2) New players get a 50 tokens starting and have to earn their tokens from them. Check out Specialities as that's where most people start.
